I do not have any evidence so far for the existence of this unit. I am deducing its existence from the examples of WK III and WK VIII, among others, regarding the origin of the divisions of the 7th Wave and the Replacement Divisions, which were created from Reserve Commander staff and units of the Ersatzheer |

Band 1 of Deutsche Truppen im Zweiten Weltkrieg by Scherzer does seem to confirm my theory in Note 1 that the Infantry Divisdions of the 7th Wave were originally planned to be Replacement Divisions |

Band 1 of Verbande und Truppen by Tessin also confirms that each Wehrkreis was originally intended to have two Kommandeur der Ersatztruppen stabes and that the original Replacement Divisions would have been 151 and 161. |
